Joker: Folie À Deux — starring Lady Gaga and Joaquin Phoenix — has garnered the lowest
CinemaScore in comic book movie history as the film bombed at the box office on opening night. 

The psychological musical thriller — which has been criticized
as ‘bleak’ and ‘disappointing’ — officially released
in theaters on Friday, October 4, but it only raked in $20
million at the domestic box office, per The Hollywood Reporter. 

Phoenix reprised his role as the Joker in the sequel, which had earned him an Oscar for his
portrayal in the 2019 film, while Gaga took on the role of Harleen Lee Quinzel (Harley Quinn). 

However, Joker: Folie À Deux has been given a D rating
on CinemaScore — the lowest score for a comic book movie. 

Madame Web — which notably also flopped in theaters earlier this year and also
received terrible reviews — holds a higher score with a C+.

Weeks ago, the movie had been projected to bring in around $70 million – but the number has since drastically
dropped. 

Joker (2019) notably opened with $96.2 million when the film first
released in theaters – and eventually landed
a little over $1 billion in the global box office. 

The first movie – which was also directed by Todd Phillips
– had a budget of between $55 and $70 million. However,
the budget increased for Folie À Deux to around $200 million. 

The 2019 movie garnered praise and positive reviews from both critics
and audiences – and won the Golden Lion during the 76th Venice International Film
Festival. 

Joaquin received an Oscar for Best Actor for his portrayal of the Joker (Arthur Fleck)
– and the film garnered an additional Academy Award for Best Original Score. 

The sequel also screened during the Venice International Film Festival
last month in September, where it earned a 12-minute standing ovation, per Deadline.   

On Rotten Tomatoes, the movie currently holds an audience score of 31% and a critic score of 32%

However, audiences have since taken to X after the movie released in theaters on Friday –
and shared their opinions on the sequel, which features musical sequences.

Daily Mail’s Brian Viner commended the move as
‘bold’ and ‘brilliant’ but said it lacked any thrill. 

The Independent’s Geoffrey Macnab said: ‘Today Joker is
best remembered as one of the most subversive and original films
of the last decade, while its hugely anticipated sequel is just as bleak and formally daring as its predecessor’.

Meanwhile, the Irish Times’ Donald Clarke gave the movie just two stars but credited Phillips’ work for making a sequel following the first movie’s $1billion success.

Financial Times critic Danny Leigh said although Gaga worked hard to bump the ratings up in the sequel, Phillips appeared to have no idea what
to do with her. 

Giving a three star rating, The Guardian’s Peter Bradshaw claimed the movie proves
‘claustrophobic’ and ‘repetitive.’

During an interview with The Hollywood Reporter, Phillips discussed whether he would
be interested in making a third Joker film or a movie centered around
Gaga’s character; Phillips, Gaga and Phoenix seen in September
in L.A.

Along with Lady Gaga and Joaquin Phoenix, other stars that had appeared in the

Zazie Beatz and Steve Coogan. 

Joker: Folie à Deux has faced additional backlash from fans as they have claimed that Gaga is running the risk
of losing her acting career.

Joe Aston got the kind of book launch every first time author dreams
of – massive amounts of free publicity online, in newspapers
and on TV and radio. 

And it was all thanks to Anthony Albanese’s ill-informed attack on Aston over what was written in his book, The Chairman’s Lounge – The Inside Story
of how Qantas sold us out.

Despite the resultant terrible publicity – which has led to him being called ‘upgrade
Albo’ – and calls for an inquiry, Aston told Daily Mail Australia his
book is ‘not a hit job on Anthony Albanese’.

Aston insisted he’s ‘not trying to get a scalp’, but reiterated that the
Prime Minister ‘had a direct line to Alan Joyce’.

The book claims Mr Albanese got 22 upgrades from economy
on Qantas flights by personally requesting them from the airline’s
then CEO Mr Joyce – which the Prime Minister has categorically denied.

According to unnamed Qantas ‘insiders’, 11 of the 22 flights Mr Albanese got
upgrades for were ‘privately funded’ and included overseas trips
to Rome, London, Los Angeles and Honolulu. 

But instead of addressing the claim, Mr Albanese chose to shoot the messenger and, in turn, shot himself in the foot. 

He said Aston was using the accusations to sell books and said he was hiding his employment history. 

‘I don’t see declarations that he’s a former Liberal Party staffer… I don’t see declarations he’s a
former Qantas employee,’ the Prime Minister said. 

But before the book even gets to the contents page there is a photo of Aston that refers to him as the then-Qantas corporate communications senior adviser.

And the first chapter of the book reveals that he worked for then-Liberal MP Bruce Baird, who held
the southern Sydney seat of Cook before Scott Morrison. 

‘My professional history is not a secret or not disclosed, it’s in the first line of the first page of
the book,’ Aston said on Tuesday night, just before his
book launch. 

Though he was grateful for the free publicity Mr Albanese’s response gave the
book, Aston was still ‘staggered’ at the untrue claims about him the Prime Minister
made. 

‘He’s under enormous pressure and I know, I’ve seen this many times with public figures and leaders who struggle to
see their own part in it, the terrible circumstances that they create,’ he said.

Asked if Mr Albanese had been poorly advised in his attack, Aston, who is
a former Australian Financial Review columnist, wonders if the Prime Minister ‘even listens to advice at this point’.

‘All he’s doing is talking around the issue and
he’s blaming me and he’s blaming other MP’s for also taking upgrades (on Qantas flights).

‘He’s avoiding the only thing that he can’t talk about,
which is, did you ask Qantas for confirmed upgrades on your
private holidays when you were the Transport Minister?
The answer is “yes” and he’s desperately trying to avoid saying it.’

Smelling blood, Opposition leader Peter Dutton said the Prime Minister should refer himself
to the anti-corruption commission over the flight upgrades.

Coming on top of Mr Albanese’s tone deaf purchase of
a $4.3million clifftop mansion while so many people are struggling to pay
their mortgage or rent, the latest blow to his credibility has led to calls for him to resign.

Aston refuses to be drawn on this, though. 

‘I never expected this (part of the book) to even this part to get this far.
I really am shocked at how it’s blown up.

‘So to the extent that it has, I would say …
anyone who reads the book will learn that this book
is not a hit job on Anthony Albanese. This book is about
Qantas. 

‘Anthony Albanese is an example of how Qantas influences politicians on both sides of the aisle,
Labor, Liberal, National, you name it. They’ve been doing it for more than a generation.

‘They’re the best influence peddler in Australia. I’m not here trying
to get a scalp. That’s not what this book is about and it never was.’

But the conversation Daily Mail Australia had with Aston mirrors the conversations being had across Australia and eventually winds up back
on Mr Albanese. 

‘Even I’ve underestimated how fed up the public is with the freebie mindset of politicians,’ he said.

‘And unfortunately for Albanese, he’s been in politics a long time and that kind of behaviour is quite normalised to him, is what I’ve seen. 

‘I mean, he loves the free concert tickets and sitting at the front row
of the Australian Open Tennis. 

‘I went to the Australian Open Tennis as a journalist almost every year for 12 years and he was the only Prime Minister (I saw there).

‘Those tickets are worth thousands of dollars to
sit in the front row of the International Grand Slam.
He’s the first Prime Minister who I’ve ever seen do that.

‘That to me is a sign that he doesn’t quite get what it looks like to others when he’s on the gravy train. And I think (the claims in the book are) just another example
of that.’

In Australian politics it’s regular practise for an MP’s travel to be booked in economy, then someone in their office
phones the airline and asks if their flight can be upgraded. 

The difference with the Prime Minister is that
‘he had a very direct line to Alan Joyce,’ Aston said.

‘The other thing is there’s a difference between an upgrade where it’s in the booking and if the seat’s empty
when the flight closes, you’ll get upgraded.

‘This is different. This is a confirmed upgrade where the ticket is converted and you
are guaranteed. You’re not going to the airport crossing your fingers going “Geez, I hope there is a spare seat”.

‘You’re guaranteed. You turn up knowing you’re getting a seat and the only person at Qantas who
can issue those types of upgrades is the CEO. No other executive can do that.

‘So it is beyond question that Alan joints authorised these upgrades (for Anthony Albanese).’

Aston enjoyed many upgrades to the pointy end of planes during his time as a travel journalist,

‘These things are tempting and it’s human nature too. Once you’ve experienced the front of the plane, it’s very hard to go back.

‘For politicians, they run around with all these staff and they’ve got chauffeured cars
and they fly in business, but they don’t get paid like CEOs …

‘They’re not in a situation where they can afford to go flying around in the
front of the plane on personal travel. 

‘A normal person would say “Therefore I won’t (fly business class). But (for politicians) it’s a culture of entitlement.’

Aston is careful to point out that most people would say politicians are ‘very well paid compared to the average worker’.

But that doesn’t stop some MPs from desperately seeking a free ride, whether it’s a flight upgrade, concert tickets or the executive box at sporting events. 

Late on Wednesday night, a spokeswoman Mr Albanese said ‘The Prime Minister did not ever call Alan Joyce seeking an upgrade’.

‘All travel has been appropriately declared and is a matter of public record.’

Despite the negative reviews a number of fans of the sequel took to social media after
its release last month to defend the sequel to Todd Phillips’ 2019 motion picture.

The film debuted to a paltry $40 million at the domestic box office,
good enough for the weekend’s top spot, but less than projections,
and half that of its predecessor.

Amid the early returns, a number of fans took up for the movie and its cinematic depth,
in breaking away from the cookie cutter nature of sequels to introduce a musical
element not present in the first film, with Lady Gaga joining the franchise.

‘Joker 2 was amazing,’ one user said, adding that it was ‘100% as divisive as people are making
it out to be. I love that the film didn’t try to be a traditional sequel, and fully committed to the storytelling they presented.
It never deviated to be a film full of Easter eggs or any other crowd pleasing aspects.’

Another user said, ‘I kinda loved Joker 2. I loved how
it was structured as a meta-exploration of the first film’s fandom and the
musical elements were a lot of fun.’

Do Greens and crossbenchers who claim that transparency and
integrity is at the heart of their reason for entering Parliament in the
first place hear themselves?

In the past few days they have mounted self-serving arguments against proposed electoral reforms that
the major parties look set to come together to support.

The reforms include caps for how much money wealthy individuals can donate,
caps on the amount candidates can spend in individual electorates to prevent the equivalent of an arms race, and a $90million limit
on what any party can spend at an election – actually less than the major
parties currently spend.

The proposed new laws also include lower disclosure thresholds for donations, thus increasing
the transparency of who makes political donations
in the first place.

So the wealthy wont be able to hide behind anonymity while using their cash to influence election outcomes – and the extent to which they can use their wealth at all will be limited.

The bill will further improve transparency by also increasing
the speed and frequency that disclosures of donations need to be made.

At present we have the absurd situation in which donations get made – but you only find
out the details of who has given what to whom many
months later, well after elections are won and lost.

In other words, what is broadly being proposed will result in much greater transparency and far less big money being
injected into campaigning by the wealthy.

Teal Kylea Tink claimed the major parties were ‘running scared’
with the policy and warned the reform would ‘not stop the
rot’ 

Greens senate leader Larissa Waters (left) fired a warning shot – saying if it serves only the
major parties ‘it’s a rort, not reform’. Teal independent
ACT senator David Pocock (right) said: ‘What seems to be happening is a major-party stitch-up’

Anyone donating more than $1,000 to a political party,
as opposed to $16,000 under the current rules, will need to disclose having done so.
And how much they can donate will be capped.

Yet the Greens and Teals have quickly condemned the proposed new laws, labeling them a ‘stitch-up’, ‘outrageous’ and ‘a rort, not a reform’. 

They have lost their collective minds after finding out that
Labor’s proposal just might secure the support
of the opposition.

I had to double check who was criticising what exactly
before even starting to write this column.

Because I had assumed – incorrectly – that these
important transparency measures stamping out the influence of the wealthy must have been proposed by the virtue-signalling Greens or
the corruption-fighting Teals, in a united crossbench
effort to drag the major parties closer to accountability.

More fool me.

The bill, designed to clean up a rotten system,
is being put forward by Labor and is opposed by a
growing cabal of crossbenchers.

It makes you wonder what they have to hide. Put simply, the Greens and
Teals doth protest too much on this issue.

Labor is thought to be trying to muscle out major political donors such as Clive Palmer

Another potential target of the laws is businessman and Teal funder Simon Holmes à Court

The Greens have taken massive donations in the past, contrary to their irregular calls

The major parties have long complained about the influence the likes
of Simon Holmes à Court wields behind the scenes amongst the
Teals. 

And we know the Greens have taken massive donations from the
wealthy in the past, contrary to their irregular calls to tighten donations rules.

Now that tangible change has been proposed, these bastions of virtue are running a mile from reforms that will curtail dark art of political donations.

The Labor government isn’t even seeking for these transparency rules to take effect immediately, by the way.
It won’t be some sort of quick-paced power play before the next election designed to catch the crossbench out.

They are aiming for implementation by 2026, giving everyone
enough time to absorb and understand the changes before preparing for them.

Don’t get me wrong, no deal has yet been done between Labor and the Coalition. I imagine the opposition want to go
over the laws with a fine tooth comb.

As they should – because it certainly isn’t beyond Labor to
include hidden one-party advantages in the proposed design which would create loopholes only the
unions are capable of taking advantage of, therefore disadvantaging the Coalition electorally in the years
to come.

But short of such baked-in trickiness scuttling
a deal to get these proposed laws implemented, the crossbench should offer their
support, not cynical opposition, to what is being advocated for.

They might even be able to offer something worthwhile
that could be incorporated in the package.

To not do so exposes their utter hypocrisy and blowhard false commentary about
being in politics to ‘clean things up’.

Adam Bandt said people ‘can make their own judgment’
about him enjoying an exclusive and discretionary perk from Qantas during a tense exchange with
a journalist live on radio.

The Greens leader has been outed as a member of the Qantas
Chairman’s Lounge, an invitation-only set of catered waiting areas
and services handed out by the airline in what has been called ‘Australia’s most exclusive club’.

Mr Bandt was challenged on Monday by ABC Radio National stand-in host Steve Cannane that he was ‘enjoying free
hospitality from a company that has illegally sacked hundreds of workers’.

Mr Bandt replied: ‘And I’ll declare that and people can make their own judgement about what they think about
that.’

Cannane was referring to the Federal Court’s ruling that Qantas illegally sacked 1,700 workers at the start
of the Covid pandemic in a case brought by Transport Workers Union. 

Commenting on the sacking in June of 2020, Mr Bandt called it a ‘devastating day for thousands
of Qantas workers & their families’ in a Facebook post. ‘We’re thinking of you,’ he wrote.

Cannane challenged Mr Bandt further saying: ‘You don’t think you should be a little purer on this and just
not take their (Qantas’s) hospitality?’

Mr Bandt said he always made declarations about matters such as this and argued
that the party’s policies to tax big corporations heavily show the perks were not impacting the Greens.

One flight was between Queensland regional centres Townsville
and Rockhampton on March 7 but he also boarded a $15,
000 private plane along the well-travelled Brisbane to Canberra route to attend his party’s election campaign launch.

Mr Bandt isn’t the only politician in the hot seat with Prime Minister Anthony Albanese being asked if he has included both his son and partner as ‘plus one’ Chairman’s Club
members.

He is also being asked about free flight upgrades including
an international one he is alleged to have received from Qantas in new
book The Chairman’s Lounge authored by former Australian Financial
Review columnist Joe Aston.

The Greens are licking their electoral wounds after the Queensland state poll, where they are battling to hold onto their two seats after stating they aimed
to triple their representation in parliament.

With 72 per cent of the vote counted they appear to have retained the Brisbane seat of Maiwar
but suffered a 4.6 per cent swing to the ALP.

However, they remain behind South Brisbane, which has seen a massive 12.4 per cent swing to Labor with 64 per cent of votes counted.

Lady Gaga is set to release her seventh studio album in February.

Despite lead single Disease stalling on the Hot 100 at No.
27, the 38-year-old is forging ahead with her next album, which she described as both ‘fun’ and
‘darker.’

Speaking to Vogue magazine about the project, Gaga said
that she’s been focused on the production side of her new songs. 

‘I love producing — I always have — and something that was really important to me making my seventh studio
album was blending live instrumentation with programming,’ she explained.

‘The album is chaotic from a genre perspective — it is genre-bending, and I think in that way is a deeply
personal look into my mind as a producer and the way I think about music.’

She also said that the album has a ‘darker pop’
sound that’s more in line with her iconic 2009 album, The Fame Monster. 

However, fans need not be worried that Gaga is going too somber with her
sound. 

‘The album is not extremely serious in that it’s very fun and meant to be enjoyed at a party,
in a club, or at home having personal fun time — to be free of your worries at home
or walking through life,’ she insisted.

Gaga released the album’s lead single Disease last month to rave reviews

Anthony Albanese has tried to claim his relationship with Alan Joyce was a strictly professional one between a Prime Minister and a corporate titan, as he battles claims the Qantas boss was his
‘personal travel agent’ for free flights and upgrades.

However that characterization of the relationship was at
odds with that made by Mr Joyce, who said he was ‘good mates’ with Mr Albanese and had
been ‘for years’.

In the wake of the explosive claims that the Prime Minister had Mr Joyce arrange free tickets and upgrades,
Mr Albanese distanced himself from the Qantas chief.

When asked about about their relationship on Sunday Mr Albanese implied it
was purely in a professional capacity, having been Transport Minister and shadow transport
spokesperson before becoming Prime Minister. 

‘He (Joyce) was the CEO of the national airline
… I had the same relationship with him that I have with John Borghetti as the CEO of Virgin,’ Mr Albanese said.

That assessment was at odds with the many photos showing Mr Albanese and
Mr Joyce apparently greatly enjoying each other’s company. 

Mr Albanese and Mr Joyce were pictured in high spirits on the red carpet
at the Qantas 100th Gala Dinner in March last year.

In photos from the event, Mr Joyce proudly walks the red carpet with one arm around the prime minister and the other around
Mr Albanese’s partner, Jodie Haydon.

Just five months later, in August, a smiling Mr Albanese attended Qantas’s unveiling of it’s
special ‘Yes 23′ emblazoned airplanes for the Voice
referendum.

Mr Joyce was seen touching Mr Albanese’s arm, with the

in March, 2018. 

During a Senate hearing in September 2023, Mr Joyce said

Asked about why he gifted Mr Albanese’s son Nathan a
membership to the prestigious and exclusive Chairman’s Lounge Mr Joyce refused to confirm or deny but talked up his relationship
with the Prime Minister.

‘I’ve been good mates with Albo for some time,’ Mr Joyce said. 

However, the then Qantas CEO refused to say whether he lobbied the Prime Minister on the controversial decision to lock competitor Qatar Airways out

Reports have emerged in a new book Mr Albanese received
22 upgrades from economy from Qantas and he would liaise personally with the former airline boss for them. 

Aston also alleged Mr Albanese directly contacted Mr Joyce while in his various parliamentary jobs to
ask for special upgrades for himself or his
family.

According to unnamed Qantas ‘insiders’ 11 of the 22 flights Mr
Albanese received upgrades for were ‘privately funded’ and
included overseas trips to Rome, London, Los Angeles and Honolulu,
with some being for holidays.

Mr Albanese insisted on Tuesday that the London flights was for work
purposes and all were ‘declared in the appropriate
way’.    

Opposition Leader Peter Dutton has leapt on the accusations describing Mr Albanese as being
the ‘best friend’ of Mr Joyce. 

Mr Dutton told Sky News on Monday night it was ‘strange’ Mr
Albanese had directly contacted Mr Joyce to request upgrades while holding a
regulatory position in the transport sector.

‘If you’re the Transport Minister and you’re picking up the phone to
one of the most important stakeholders in the portfolio asking for a free upgrade, then again,
I think the Prime Minister would be able to answer
those questions more effectively than anyone else because
I’m not aware of anyone else having done it,
‘ Mr Dutton said.

It has since emerged that Ms Haydon also has membership of the Qantas Chairman’s Lounge

The Prime Minister denied frequently asking Mr Joyce for upgrades on Tuesday at press conference in the NSW city of Newcastle.

‘The only discussions that I can recall with Alan Joyce certainly were not
discussed through calls – we discussed the first flight
from Australia to Dubai on the A380,’ he said.

‘I’ve declared everything in accordance with all of the rules.’

Aston was asked on Monday night by ABC interviewer Sarah Ferguson about how confident he was that Mr
Albanese had made calls personally to Mr Joyce for upgrades.

‘I am very comfortable with my sourcing,’ Aston said.

Asked whether he thought Mr Albanese had been influenced by Mr Joyce’s lobbying to block UAE airline
Qatar domestically Aston said it was ‘implausible’ to think that the Prime Minister’s office had nothing to do
with the decision.

‘It’s very hard to imagine a decision of any political sensitivity
in the Albanese government that would not go through the Prime Minister’s office,’
Aston replied.

He noted the opening up of the Australian domestic market Qatar
had seemingly been sailing through with Transport
Minister Catherine King speaking warmly about the proposal until ‘everything changed’ to stop it dead in tracks. 

 Ms King repeatedly denied in parliament the decision to
block Qatar was due to Qantas lobbying her or any Labor colleagues.

Despite Mr Albanese claiming he declared every upgrade received from
Qantas the Australian Financial Review reported on Tuesday that he failed to
do for his former wife Carmel Tebbutt when the two traveled together.

Opposition Leader Peter Dutton has  questioned the alleged
personal requests Mr Albanese made to Mr Joyce  while in his various parliamentary
jobs

Even when Scott Morrison was prime minister, Mr Joyce appeared to have a
close relationship with Mr Albanese (the pair are pictured
at an event in 2019)

Sky New host Sharri Markson on Monday night labeled Mr Joyce as ‘basically Albanese’s personal travel
agent.’

‘This is all a question of integrity. Most Australians struggle to afford even an economy airfare.
They’d never be able to afford the luxury of business class.
It’s out of our reach,’ she said.

‘Can Albanese truly be impartial when it comes to making decisions about Qantas when he’s been getting tens
of thousands of dollars worth of free upgrades to business class?
The revelations puts the decision he made as transport minister and prime minister under a cloud.

‘Aside from the integrity issues, this revelation is also politically lethal.

Albanese took care to curate a self-image of a housing commission boy
who made it. But now the perception is cementing of a long-term pollie enjoying
the perks of public office.’

Another awkward paradox of Mr Albanese’s  apparent
close relationship with Mr Joyce is that the Labor leader in a trade
unionist advocate while Qantas attempted to break the power of the Transport Workers Union by sacking 1700 staff during Covid. 

The sacking has since been ruled illegal by Federal Court in a case
brought by the union with Qantas facing possible hundreds of
thousands in compensation payouts. 

The friendship however did find one perhaps unlikely defender in semi-retired 3AW radio star
Neil Mitchell. 

‘Quick test: upgrade Albo is a bad look,’ Mitchell wrote on X.

‘But does anybody believe he was seriously compromised by
having Alan Joyce as a bestie? Time to rewrite rules
governing politicians.’

It is not clear when Apollonia’s relationship with Prince began or ended as he was dating another one
of the stars of Purple Rain during the making of the film, Susan Moonsie.

Prince and Beyonce famously joined forces onstage at the 2004 Grammy Awards, performing
a medley that included his iconic 1984 single Purple Rain. 

Their duet also included her fan favorite number Crazy In Love, which
saw him accompany her on the electric guitar.

Afterwards, Prince gave an interview in which he shared his appraisal of Beyonce’s musical abilities when they worked together.

the actor made himself persona non grata among independent filmmakers when he dropped
out of acclaimed director Todd Haynes’ untitled gay
romance just five days before production was to begin.

‘It felt a bit more difficult, but it is safe.
But you’re right, I’m now 49, I probably shouldn’t do this again. This is probably it for
me.’

‘So then you end up talking about it, and then it just sounds like an actor going on and on about
how much weight they lost.

‘By the end of that run I was so sick of myself and angry at myself
for making such a big deal about that part, because you just
do what you’re ****ing supposed to do. So this time I was like, ‘I’m not going
to do that’.’

JAKARTA/LOS ANGELES, Nov 13 (Reuters) – Juul Labs Inc is exploring selling its compact vaping devices in Asia and
has sounded out government officials in Indonesia, one of the world’s most
smoker-friendly countries, although gaining approval there could face significant hurdles.

Expansion into Asia would provide the fast-growing firm with new markets at a time when it faces
increased regulatory scrutiny in the United States and Israel over the potential health risks of its products’ high nicotine content.

Juul representatives held discussions with the Indonesian government last month
about introducing its vaping devices, the country’s finance ministry officials
told Reuters.

Indonesia has one of the world’s highest rates of smoking among adults and teenage boys and imposes no penalties for selling cigarettes to minors.
It also has a population of 260 million, making
it a highly attractive market for tobacco and vaping firms.

A person familiar with Juul’s plans said executives for the San Francisco-based company are
concerned authorities may be reluctant to grant approval due
to likely opposition from the traditional tobacco industry, which provides much of
Indonesia’s tax revenue.

Tobacco taxes accounted for nearly 150 trillion rupiah ($10.2
billion) or about 11 percent of national tax revenue in 2017, government data showed.
Each province also imposes taxes on cigarettes.

Juul is also worried its argument that vaping is healthier than smoking
will not hold much sway in Indonesia, which is not as concerned as other countries about
health issues, said the person, declining to be identified as the discussions were not public.

Juul representatives reached out to the finance ministry to discuss how it would be taxed on any
sales of devices there, the Indonesian officials said.

The government needs to examine the domestic e-cigarette market to determine how
a foreign player such as Juul could hurt local small and labour-intensive e-cigarette firms, said Sunaryo, a
senior official in Indonesia’s customs and excise office, who like many Indonesians uses only one name.

“We will need it to study it,” he said, adding he wasn’t sure Juul
would comply with a regulation that requires e-cigarette devices and
liquids to be sold separately.

Juul also would need approval from Indonesia’s Food and Drug Agency.
Officials at the agency said Juul had yet to be in touch.

Other Asian countries the three-year old firm is actively considering for expansion include
India, South Korea and the Philippines, the person familiar with Juul’s plans said.

In addition to Indonesia, Juul filed trademark applications for those countries between April and
October 2018, as well as in Malaysia and Singapore, according to a Reuters review of government
filings. It opened its first Asia office in Singapore in July.

So far Juul, currently valued at $16 billion, is available only in the United States, Canada, the UK and Israel.

It has plans to enter Russia later this year.

Juul said in a statement to Reuters it is “proactively learning more” and engaging
with local officials in Asia “to understand and hear their views.” It does
not have immediate plans to launch in any Asian country, it said.
Juul spokeswoman Victoria Davis declined
to elaborate.

A TAXING QUESTION

Indonesia is one of only a handful of United Nations
member states that has not signed on to the World Health Organization’s global treaty that sets standards
for tobacco control.

Roughly two-thirds of Indonesian men smoke tobacco daily, and more than 21 percent of boys aged 13-15 smoked cigarettes regularly, according to a WHO report last year.

E-cigarettes, available in Indonesia since at least 2013, are a
small but growing market. The customs office estimated there are about 300 unsupervised liquid makers known as brewers in Indonesia, producing various liquid products to more than 4,000 vape
stores and 900,000 smokers.

Philip Morris International Inc, maker of Marlboro cigarettes, which now
controls about a third of Indonesia’s market through its stake in Sampoerna, does not offer any of its non-combustible cigarette products in Indonesia.

That includes its IQOS device, a heat-not-burn tobacco product,
according to a company spokesman, who declined to comment on why it has
not introduced the product.

In October, the government imposed a 57 percent tax on electronic-cigarette
liquids, on par with taxes on traditional cigarettes.
But tax collection, particularly from smaller companies, is difficult in Indonesia and new rules are often ignored.

Juul now commands nearly 75 percent of U.S. e-cigarette
market share, up from 13.6 percent in early 2017, according
to a Wells Fargo analysis of Nielsen retail data.

Its products, like most electronic cigarettes, vaporize a liquid containing nicotine.
One Juul pod contains as much nicotine as a traditional pack of 20 cigarettes, according
to the company’s U.S. marketing.

Juul liquid in the U.S. has a nicotine concentration of 59 milligrams per milliliter, much higher than the liquids typically sold in earlier versions of e-cigarettes and nearly three times the allowable limit in the European Union.

In August, Israel banned Juul devices with nicotine concentration of
more than 20 mg/mL, citing “a grave risk to public health.” Juul is appealing that decision and currently offers a lower nicotine-strength electronic cigarette in Israel.

In September, the U.S. Food and Drug Administration opened an investigation into Juul and other electronic cigarette companies, citing the rising number of teens who appear to be
using Juul and other vaping devices. This week
it is expected to issue a ban on fruit and candy-flavoured e-cigarettes sold in convenience stores and
gas stations.

In its statement to Reuters, Juul said its products are intended for adult use
only, and that it aims to “improve the lives of the world’s one billion adult smokers” by providing an alternative
to cigarettes.
